Discuss the difference between public administration and private administration.

 Introduction-.                                                            The term 'Administration' is common in both public administration and private administration. It means the 'management of affairs' or ' to serve the people'.  Administration can be public or private. Both public and private administration always function side by side in every society. Since both involve administration both have similarities.

     Public administration means public service. It is Administration run by the government of the state and it seeks to serve public interest.  I.g. civil service personnel perform all Administration functions. Private administration is managed and run by private individuals or institutions, companies or clubs or associations. it seeks to satisfy private interest and needs.

SIMILARITIES BETWEEN PUBLIC ADMINISTRATION AND PRIVATE ADMINISTRATION-

      There can be no rigid distinction between public administration and private administration. There are several close similarities between the nature and organisations of the two techniques of managements and organisations are quite similar in both. There are many similarities between public administration and private administration. In fact , a group of administrative thinkers like Henry fayol, m.p. fillet, Lyndall urwickd not make a distinction between public and private administration. They are of the view that all administration, weather public or private, is one and possess the same basic features.

1-According to Henry fayol- public and private administration required planning, organisations, common co-ordination and control and in order to function properly both must absence bthe same general principles.

2- urwick says, the attempt to sub- divide the study of management, or administration in accordance with the purposes of particular forma of undertakings seems to many authorities equally misdirected.

3- Three major similarities between the two as described by E.W . FELLOW

  1- Both have similar bureaucratic structures.

  2- Both have union activities in their Organisation.

  3- Both are governed by the employment legislation of the state.

THERE ARE THE FOLLOWING SIMILARITIES BETWEEN PUBLIC ADMINISTRATION AND PRIVATE ADMINISTRATION-

1- Both are governed by the objective of efficient and promote service.

   Public and private administration are deeply interested to be efficient and quick in their dealing with the people with whom they are required to interact and serve. Bothe are governed by the objective of rendering, needed, efficient and promote service to the people.

2-  Both have public Public.

   Both realise that there should be maximum contact with the people. If there contact are lost, administration becomes failure because it fails to know the needs and necessities of the people, whom it is required to serve. Development of continuous cordial and harmonious relations with the people constitutes a meeting place for public and private administration.

3- Hierarchical organisations characteristics the two.

   Both public and private administration have a hierarchical set up. Both have employes of different statuy and both have a clear demarcation of their works, responsibilities and statuses. In both, there are some personal who formulate the policies of the organisation, and there are others who are responsible for the implementation of these policies.

4- Scope for improvement in each of the two.

   Both public and private administration feel that there is a large scope for improvement in their area of action. Both try to grow with time.

 5-Similar working condition.

   Both public and private administration realised that it is very essential to provide to their staff goods working condition and security of service.both feel that unless the staff is provided with good working condition they will not be in a position to work with confidence and dedication.

  6- Similar set of office rules and regulation.

    Both are supposed to to work in accordance with some set of rules or standards. All person serving in public or private administration follow the rules regulation and a defined routine. Both involve organised effort for securing their respective objective. Both are to see that the welfare of the staff is not ignored.Maurya were both are to see that staff is recruited promoted andrand retired in policy. Both in force rules and discipline.

 7- Common and similar skills.

   In both number skills are required for the running of Administration. Beach depend on several similar clarical accounting and managerial skill.

  8-Common managerial techniques.

    Managerial techniques are common both public and private administration. Postcard activity -planning, organisation, staffing d,coordination, control, and budgeting, characteristics both.

  9-Both are simultaneously in operation in society.

    Both are government by the common objective of serving the society. Both contribute toword socio economic development of society. Both complement and supplement each other.

  10- Both perform some services in partnership.

     In contemporary time both public and private administration have been performing some function in rendering some services in partnership both now work on similar lines.

Dissimilarity between Public Administration and private administration.

    Along with several points of similarity between public and private administration there are also present several dissimilarity between the two. Both are two distinct and different form of Administration.

    In the world of Simon in the popular imagination governmental administration is bureaucratic, private administration is business like. Governmental administration is political private administration is non-political, government administration is characterised by red tape, private administration is not.

Main points of difference between Public Administration and private administration.

1- Scope of public administration more comprehensive then the scope of private administration.

     Scope of Public Administration is wider than that of private administration. The activity of even the biggest private organisation do not cover by same area as cover by governmental activities. Public administration is very comprehensive . Eid deals with multidimensional needs of all the people of the state. Private administration each mostly limited in the scope.

2-Difference in objectives.

    The aim of public administration is not profit but welfare of all, while the basic objectives of private administration is profit. Public administration is government by the supreme objectives of service to the people and any prophet that may result incidental to the service rendered. Profit is always primary goals of private administration.

3- Uniform treatment in public administration.

    There is a certain uniformity of treatment in in public administration. Services are provided by public administration without any favour. All decisions and actions are carried out in accordance with the set rules and regulation. No one can be favourite at the cost of another. But private administration need not worry about uniformity in treatment.

4- Public administration is characterized by red tape routine and delay.

   Delay and in efficiency is the characteristics of public administration. In public administration all the formality of law have to be completed before undertaking a certain action.according to rules to interpret and apply rules to act according to rules together produce Delay and inefficiency in public administration. Bot in comparison to private admission private administration is more efficiency.

5- Public administration is more responsible.

   Engage in running public administration have to always bear in mind that all their are judged, discourse criticize in scrutinised by the public. It has to work on the political executive who is both responsible and accountable to the people. Public opinion is the greatest check on the officials. Private administration is north open to public scrutiny.

6- Difference regarding  anonymity.

   In public administration there is anonymity of the officials. The officials work age agent of the state and by virtue of the post they hold. Administration to charge things on it is own behalf and each well known in the the business circle.

7- Public administration is more transparent and specific,where as private administration each secret.

  Public administration is open to scrutiny. It has to maintain a clean record in the eyes of the public and the press. secrecy transaction is a golden rule of private administration. In private administration all records are are secret and the proprietor  alone has access to them.

8-There is public control over finances in public administration file money belong to the investors in private administration.

    Financial autonomy is the supreme feature of private administration. Film of financial management enables private administration to be more more and pricing then public administration. It is not answerable to anyone about how it used the morning. Against this, finance in public administration are controlled by the state. The legislature maintains a stick control over the finance in financial transaction of public administration.

9- Monopolistic character of public administration.

   There is generally a Monopoly of the government over certain area of socio-economic relation and it does not allow private administration to compete with it. Private enterprise have to compete with each other and in the process they register rapid development.

10- Public administration age subject to government audit file private administration is subject to audit bi it is selected for audit firms or set of auditors. Both public and private administration have to maintain their records legally prescribed way ' financial control of the government is quite strong over public administration.

 Conclusion-

It can we conclude that Public Administration and private administration are the two specific of the same family however they have some special values and technique of their own Which give to each it's distinctive characters. Both are distinctive but not totally different. In each society, both are at work side by side.
