 INTRODUCTION

Public Administration  has been a old activity. It had it's birth along with the birth of the community/state/polis. In first, it was born along with the leader of a tribe began looking after the needs of all the members of his tribe and the tribe started acting as a somewhat organizations community of people. It was indeed the birth of administration in a rudimentary but in a natural way.

However, as a subject of study, the birth of the discipline of public administration took place in late 19th century, most of the scholars agree that it was born in 1887 when Woodrow Wilson published his article,the study of administration in the political science quarterly. His attempt administration gave an encouraging start to the study of public administration and gradually it started developing as a new social descipline.

As a new social science, Public Administration was in a position to gain a real form and popularity only in the 20th century.the rise of the modern welfare state commited to provide goods and service to his people become responsible for a big increased in the function of the state. This consequently, increased the number of the functions and importance of public administration. It came to be a well organised system of administration through which the government of the state could enter into all areas of human activity for implementing it's public policies and decision which where governed by the objective of promoting the all around welfare of the people of the state.

PUBLIC ADMINISTRATION- MEANING AND DEFINITION

 Before understanding the meaning of public administration, it's necessary to understand the meaning of the word administration.

What is Administration?

The English word administration is derived from the Latin word ad and minister which means to serve or to manage . The dictionary meaning of the term administration reads The management of the affairs. As such , in simple word ,by administration we mean management of affairs for serving the people.  It involve the collective word or efforts put in for the achievement of common goals.

DEFINITION OF ADMINISTRATION.

1- HERBERT A.SIMON doctorian say that administration can be defined as the activity of group's, cooperating to accomplish common goals.

2-  According to E.N.GLADDEN  administration means administration is a long but slightly pompous word put it has an humble meaning.for it means to care for or to look after people and to manage affairs.

What is public administration?

In simple word,we can say, public administration is the administration which is concerned with the activity of the government. It is the sum total of the activities undertaken by governmental official to give effect to public policies.

DEFINITION OF PUBLIC ADMINISTRATION.

1- According to Woodrow Wilson public administration means public administration is detailed and systematic execution of law. Every particular application of law is an act of administration. He further says, administration is the most obvious part of the government,it is the government in action,it is the executive,the operative,the most visible side of the government.

2- Doctrine L.D. white says that,  public administration consists of all those operations having for their purpose the fulfillment or enforcement of public policy.

3- Simon says that, by public administration is meant , in common usage , the activity of the executive branch of the national,state and local government.

    Above the definition to we observed that as a specialized field, public administration relates to the process by which the policies of government are made and carried out in society. Basically , public administration covers all the activities of the civil servants who functions for securing the goals of socio- economic development and reforms as defined by policies.

FRACTURES OF PUBLIC ADMINISTRATION.

1- Public Administration is a cooperative group effort in public setting.

2- It covers the work of all three branches of government- legislative, executive and judiciary and their inter- relationship . In a narrow view/way it, however, covers the work of only the executive branch of government.

3- It has an important role in the formulation of public policy and is thus a part of the political process.

4- It is different, in significant ways,form private administration.

5- It is closely associated with numerous private group and individuals in providing services to the community.

DISCIPLINE OF PUBLIC ADMINISTRATION: SIGNIFICANCE.

As a subject of study, Public Administration has been relatively a new social descipline. IT'S phenomenal growth as a basis feature of governmental activity and as a subject of study, came only in the late 19 th and 20th centuries with the rise of the modern welfare state, the scope of public administration got expanded in a very big way. The change in the nature of state from a police state to a welfare state became responsible for a big increase in the functions of the state. Now state came to be a welfare state. It's government began functioning as be an administrative organisation of society for promotion the socio-economic welfare and development of it's people.

It is now accepted by all the people that the success or failure of a state government largely depends upon the extent and quality of service rendered by public administration. It is an area of utmost importance for the state and it's people. It is now universally believed that failure of public administration can fail the whole structure of modern society and cause the collapse of our civilization like a house of cards. The success of every contemporary governments depends upon the quality of public administration , being rum by it. A strong and efficient administration always leads to a strong and efficient government, weak public administration means weak and inefficient government.

SIGNIFICANCE OF PUBLIC ADMINISTRATION.

1- Role of public administration as a stabilising force in society.

2- Role of public administration in effectively implementing the socio-economic policies of the state.

3- Public Administration is an instrument of social change.

4- Public Administration as an instrument of resolving the problem of society.

   Padministration is a great stabilizing force in society. It play several role which helps the society to maintain its values. The administrators are the stabilisers of the society and the guardian of traditions.The administration continue to be more or less the same. It ensures continuity and stability in government policies and plans.

2-Role of public administration in effectively implementing the socio-economic policies of the state .

 The aim of public administration is to develop the social and economic conditions of life of common man as defined by public policies and laws.planning is necessary for development and efficient administration is needed for successful planning and operationalisation of plans.  That is why meaningful production of essential goods and services and desired social development depends upon an efficient administration. Public administration plays a vital role in the formulation and implementation of developmental plans, policies and decisiona.

3- public administration is an instrument of social change.

The important changes that really take place in a modern welfare state are to a very large extent, due to the role played by public administration. Public administration acts as an agency of social change in so far as it acts as the main instrument for the formulation and implementation of decisions essential for securing the desired social goals. It acts as a public relations system and keeps the government informed of the changing social needs and interest.

4- public administration as an instrument of resolving the problems of society .

Public administration has to do with getting things done and problems along with the accomplishment of defined objective of the government. It is instrument of action for solving the problems of poverty, underdevelopment, unemployment, communalism and control of political executive of the state, public administration is always engaged in solving public policies problem and issues.

5- public administration as a means to give service and protection.

Public administration is an important means for giving service and protection to the common man.security, safety and order are the most important needs of modern civilization and to secure these is an important objective of public administration .it is s source of service to the people.

6-public administration an an instrument of social harmony.

Public administration plays an important role in bringing social harmony in society. In every society, particularly in a plural society like the Indian society, these are different types of classes, race, religious, caste, language, and culture in society.

7- important role in times of war and threats to the security of the people of the state.

When war break out, it become the supreme responsibility of the public administration to coordinate and cooperative with the defence forces for effectively maintaining internal security and keep the morale of the people high.

Conclusion

These seven key points highlight the significant and useful role played by public administration in every society. In fact , at time of both peace and ear , social Gary and social tension, public administration has to act as the chief instrument of law,order, security, safety, and we'll being of the society. The present age has been an age of revolution, national revolution, social revolution, technology revolution, communication revolution, information revolution,. Social life in contemporary period of history and in all parts of the world has become highly complex , interdependent and interacting . Industrialisation, urbanisation and globalization have  together made life highly complex and challenging.
