INTRODUCTION Public Administration has been a old activity. It had it's birth along with the birth of the community/state/polis. In first, it was born along with the leader of a tribe began looking after the needs of all the members of his tribe and the tribe started acting as a somewhat organizations community of people. It was indeed the birth of administration in a rudimentary but in a natural way. However, as a subject of study, the birth of the discipline of public administration took place in late 19th century, most of the scholars agree that it was born in 1887 when Woodrow Wilson published his article, the study of administration in the political science quarterly. His attempt administration gave an encouraging start to the study of public administration and gradually it started developing as a new social descipline.
